Purpose and scope
“Backlink penalty” is often used for several different events. Start with the observation: a dated notice, fewer search clicks, a missing page or a changed supplier count. Write down which one you actually have before selecting a remedy. A vendor score cannot tell you whether a human reviewer issued a manual action. This guide organizes evidence; it does not connect to your Search Console account or diagnose your site.
Read the primary evidence
Open the correct Search Console property with authorized access. Preserve the exact Manual Actions message, affected scope and inspection time. An inbound-link action concerns links pointing to the site; an outbound-link action concerns links on it. Those require different remediation. If access is unavailable, record unknown, not clear. If no action is listed, investigate the decline separately rather than inventing a hidden notice.

Work through the examples
Authored training cases on reserved domains. No account was inspected and no file was submitted.
| Case | Evidence available | What this does not prove | Next review |
|---|---|---|---|
| Property access unavailable | A traffic screenshot is available; the owner’s Manual Actions report was not checked. | The presence or absence of a manual action is unknown. | Ask an authorized owner to inspect the correct property and preserve the exact message and scope. |
| Verified unnatural inbound-links action | The correct property shows an unnatural-links-to-your-site action, with dated message and campaign records. | The message does not assign causality to every URL in a vendor export. | Follow the stated remediation process, document actual changes, then request review through that report. |
| Traffic fell; no manual action listed | An authorized check found no listed action; comparable Performance periods show fewer clicks. | No listed action does not rule out automated assessment, technical issues or changing demand. | Compare identical filters and dates; examine indexing, security, availability, demand and update context. |
| Only a provider count changed | A domain-wide export was replaced by a page-only export. No comparable search-performance evidence is supplied. | The lower count does not establish lost links, a penalty or a recovery. | Restore comparable provider scope and preserve both raw exports before explaining the difference. |
| Commissioned keyword comments | The fictional order records 80 keyword-rich comments; a captured source has an unqualified commercial anchor. | This is evidence of a scheme to investigate, not a measured ranking loss. | Stop the activity you control, review its actual scope and document source-level remediation. |
| Source cannot be inspected | The source returns 403 during the fictional check. | Current anchor, rel and link presence are unknown. | Keep the access failure unresolved; obtain legitimate evidence rather than guessing a label. |
Make the decision explicit
For a verified action, follow the instructions attached to that action and review the actual campaign evidence. A sample URL is an investigation lead, not a complete inventory or a label for every link from the same export. Stop activity you control, document changes, and request review only after the necessary remediation. Do not send repeated requests while the same review is pending or describe intended changes as completed work.
Keep a reproducible record
For a traffic investigation, keep comparison periods, search type, country, device, page and query filters consistent. Check indexing, site availability, security, migrations and changes in demand alongside update timing. Monitoring preserves a timeline; it cannot itself remove an action. The worksheet separates the observation, what remains unproven and the next authorized check. Keep raw exports and dated captures with it, rather than replacing them with a score.
Limits and follow-up
A notice being removed and rankings recovering are different observations. There is no promised recovery date or amount of traffic. Recheck the report after a review outcome, then compare equivalent search periods. A corrected supplier filter may explain a count change without any search event. Leave unresolved causes open until evidence changes; do not purchase replacement links as a diagnostic experiment.
